ទិវាទឹកអន្តរជាតិ ត្រូវបានប្រារព្វឡើងជាលើកដំបូងនៅថ្ងៃទី២២ មិនា ១៩៩៣ ពេលដែល United Nations General Assembly បានប្រកាសថា ២២ មិនា ជាទិវាពិភពលោកសម្រាប់ទឹក។[១]
ថ្ងៃនេះត្រូវបានដាក់ស្នើជាផ្លូវការនៅ Agenda 21 នៃ United Nations Conference on Environment and Development (UNCED) ឆ្នាំ១៩៩២ នៅទីក្រុង Rio de Janeiro, ប្រទេសប្រេស៊ីល។ ការប្រារព្វទិវានេះបានចាប់ផ្តើមនៅឆ្នាំ១៩៩៣ ហើយបន្តទទួលបានប្រជាប្រិយភាពរហូតមក ដោយបានលើកទឹកចិត្តដល់សាធារណជន ព្យាយាមមិនប្រើប្រាស់ទឹកចេញពីក្បាលម៉ាស៊ីនពេញមួយថ្ងៃ ដើម្បីបង្ហាញពីការគ្រាំទ្រពីសំណាក់សាធារណជនដល់ស្មារតីនៃទិវាទឹកអន្តរជាតិនេះ។
