គោលនយោបាយឧស្សាហកម្ម (អង់គ្លេស: Industrial Policy អក្សរកាត់ IP) គឺជាគម្រោងកិច្ចខិតខំប្រឹងប្រែងជាយុទ្ធសាស្រ្តជាផ្លូវការនៃប្រទេសមួយ ដើម្បីជំរុញការអភិវឌ្ឍនិងការរីកលូតលាស់នៃ វិស័យកម្មន្តសាល (manufacturing) នៃសេដ្ឋកិច្ចរបស់ខ្លួន។^[១]^[២]^[៣] The government takes measures "aimed at improving the competitiveness and capabilities of domestic firms and promoting structural transformation."^[៤] A country's infrastructure (transportation, telecommunications and energy industry) is a major part of the manufacturing sector that usually has a key role in IP.^{[ត្រូវការអំណះអំណាង]}
